  1. 1. Mix both types of flour in a bowl with the egg and about 400 milliliters of water until you get a smooth batter.
  2. 2. Let the batter rest for about 20 minutes.
  3. 3. Peel the shallot and chop it very finely.
  4. 4. Chop the parsley and stir it into the batter along with the shallot.
  5. 5. Season the mixture finally with salt and pepper.
  6. 6. Heat some oil in a pan.
  7. 7. Add one to two tablespoons of batter to the hot pan.
  8. 8. Immediately sprinkle some shrimp over the batter.
  9. 9. Fry the little cakes for one to two minutes until golden brown.
  10. 10. Turn the little cakes and cook them for about another minute.
  11. 11. Remove the finished little cakes from the pan.
  12. 12. Repeat the process until all the batter is used up.
  13. 13. Serve the little cakes as you like with fried bell peppers.
