  1. 1. Bring about 250 milliliters of salted water to a boil in a pot.
  2. 2. Wash the spring onions and slice them into thin rings.
  3. 3. Wash the parsley and mint, pat them dry, and chop the leaves finely.
  4. 4. Wash the lettuce, shake it dry, and cut it into thin strips.
  5. 5. Wash the tomatoes and cut them into coarse cubes.
  6. 6. Wash the bell pepper, remove the stem and seeds, and chop it into rough pieces.
  7. 7. Heat the oil in a pan over medium heat.
  8. 8. Sauté the bulgur, the white part of the spring onions, tomato paste, sugar, and bell pepper for about 3 minutes.
  9. 9. Deglaze the pan with the hot salted water and stir well.
  10. 10. Let the mixture sit covered for about 15 minutes to swell.
  11. 11. Fluff the bulgur and transfer it to a bowl.
  12. 12. Add the green part of the spring onions, parsley, and mint.
  13. 13. Season the mixture with salt and pepper and mix thoroughly.
  14. 14. Wet your hands and shape the bulgur mixture into elongated patties.
  15. 15. If necessary, add water by the tablespoon until the mixture is easy to shape.
  16. 16. Arrange the Çiğ-Köfte on a plate.
  17. 17. Serve the wraps, tomatoes, salad, and yogurt alongside.
