  1. 1. Cut the onion and garlic in half and peel off the skin.
  2. 2. Dice the onion and garlic very finely.
  3. 3. Wash the bell pepper, cut it in half lengthwise, and remove the seeds.
  4. 4. Dice the bell pepper into small pieces as well.
  5. 5. Separate the lettuce leaves from each other.
  6. 6. Wash the lettuce leaves and shake them dry.
  7. 7. Bring approximately 300 milliliters of salted water to a boil in a pot.
  8. 8. Add the pureed tomatoes to the boiling water.
  9. 9. Pour the hot tomato liquid over the bulgur in a bowl.
  10. 10. Let the bulgur soak for about 10 minutes.
  11. 11. Heat 2 tablespoons of olive oil in a frying pan over medium heat.
  12. 12. Sauté the diced onion, garlic, bell pepper, and tomato paste for about 3 minutes.
  13. 13. Season the mixture with salt, sugar, and paprika powder.
  14. 14. Transfer the fried mixture into a tall container.
  15. 15. Blend the mixture into a smooth paste.
  16. 16. Pour the paste over the soaked bulgur.
  17. 17. Stir the paste and bulgur vigorously with a wooden spoon for 5 to 10 minutes.
  18. 18. Wet your hands with a little water.
  19. 19. Shape the mixture into elongated meatballs.
  20. 20. Add a little water if necessary, if the mixture is too dry to shape well.
  21. 21. Take about 1 tablespoon of the mixture into your hand.
  22. 22. Press the mixture slightly together to create the typical shape.
  23. 23. Place the finished Cig Köfte on the lettuce leaves.
  24. 24. Drizzle the Köfte with a little olive oil if desired.
  25. 25. Serve the dish and enjoy your meal.
