  3. 3. Slice the white and light green parts of the leek into thin rings.
  4. 4. Wash the chili pepper and cut it in half lengthwise.
  5. 5. Remove the seeds from the chili.
  6. 6. Slice the chili into thin rounds.
  7. 7. Place the tuna, leek, and chili into a bowl.
  8. 8. Mix all ingredients thoroughly together.
  9. 9. Season the tartare to taste with soy sauce.
