  1. 1. Mix both types of flour in a bowl with the egg and about 400 milliliters of water until you have a smooth batter.
  2. 2. Let the batter rest for about 20 minutes.
  3. 3. Peel the shallot and chop it very finely.
  4. 4. Chop the parsley and stir it into the batter along with the shallot.
  5. 5. Finally, season the mixture with salt and pepper.
  6. 6. Heat some oil in a frying pan.
  7. 7. Add one to two tablespoons of batter into the hot pan.
  8. 8. Immediately sprinkle some shrimp over the batter.
  9. 9. Fry the pancakes for one to two minutes until golden brown.
  10. 10. Flip the pancakes and cook them for about one more minute.
  11. 11. Remove the finished pancakes from the pan.
  12. 12. Repeat the process until all the batter has been used.
  13. 13. Serve the pancakes with fried bell peppers if you like.
