  1. 1. Preheat the oven to 170 degrees Celsius with top and bottom heat.
  2. 2. Grease the ramekins with butter.
  3. 3. Evenly coat the greased ramekins with sugar.
  4. 4. Place the milk, cocoa powder, and orange peel in a small saucepan.
  5. 5. Sprinkle 2 tablespoons of sugar over the milk mixture.
  6. 6. Bring the milk to a boil.
  7. 7. Chop the chocolate into small pieces.
  8. 8. Remove the saucepan from the heat.
  9. 9. Remove the orange peel from the milk.
  10. 10. Let the chocolate pieces melt in the hot milk.
  11. 11. Separate the eggs into yolks and whites.
  12. 12. Add a pinch of salt to the egg whites.
  13. 13. Whisk the egg whites until stiff peaks form.
  14. 14. Slowly stir the remaining sugar into the egg whites.
  15. 15. Stir the egg yolks into the liquid chocolate mixture.
  16. 16. Add the flour to the chocolate mixture and stir until combined.
  17. 17. Divide the egg whites into two portions.
  18. 18. Gently fold the first portion of egg whites into the chocolate cream.
  19. 19. Gently fold in the second portion of egg whites.
  20. 20. Distribute the mixture evenly into the prepared ramekins.
  21. 21. Place the ramekins into a large ovenproof dish.
  22. 22. Pour about 2 to 3 centimeters of hot water into the large dish.
  23. 23. Place the dish on the lower rack in the oven.
  24. 24. Bake the soufflés for about 30 minutes.
  25. 25. Dust the finished soufflés with powdered sugar if desired.
  26. 26. Serve the soufflés immediately.
