  1. 1. Preheat the oven to 180 degrees Celsius with top and bottom heat.
  2. 2. Rinse the sardines briefly and pat them dry with a kitchen towel.
  3. 3. Place the fish on a work surface with the skin side facing down.
  4. 4. Peel the shallot and garlic and dice them finely.
  5. 5. Wash the chili pepper, cut it in half lengthwise, remove the seeds, and dice it finely.
  6. 6. Wash the herbs, pat them dry, pick off the leaves, and chop them coarsely.
  7. 7. Heat 1 tablespoon of oil in a pan and sauté the shallot, garlic, and chili until translucent.
  8. 8. Remove the pan from the heat and stir the chopped herbs and lemon zest into the mixture.
  9. 9. Season the filling with salt and pepper to taste.
  10. 10. Distribute the herb filling evenly over the sardines.
  11. 11. Roll the sardines up tightly and secure them with toothpicks.
  12. 12. Place the rolls in a baking dish lightly greased with oil.
  13. 13. Season the sardine rolls on the outside once more with salt and pepper.
  14. 14. Bake the rolls in the preheated oven for 10-12 minutes until the fish is cooked through.
  15. 15. Drizzle some lemon juice and olive oil over the finished rolls before serving.
