  1. 1. Wash the bell peppers thoroughly.
  2. 2. Remove the seeds and white pith from the peppers.
  3. 3. Cut the empty peppers into thin strips.
  4. 4. Bring a pot of water to a boil.
  5. 5. Add the pepper strips in batches to the boiling water.
  6. 6. Cook the peppers for three minutes.
  7. 7. Remove the pepper strips from the water using a ladle.
  8. 8. Let the peppers drain well.
  9. 9. Peel the garlic cloves.
  10. 10. Press the garlic through a garlic press.
  11. 11. Place coriander seeds and cumin seeds in a mortar.
  12. 12. Crush the spices into a powder using the pestle.
  13. 13. Heat some olive oil in a pan.
  14. 14. Sauté the pressed garlic in the hot oil.
  15. 15. Add the blanched pepper strips to the pan.
  16. 16. Add the ground coriander and cumin mixture.
  17. 17. Add harissa paste to the pan.
  18. 18. Fry the mixture for four to five minutes, turning frequently.
  19. 19. Finely chop the fresh coriander leaves.
  20. 20. Stir the chopped coriander leaves into the peppers.
  21. 21. Season the pepper strips with salt to taste.
  22. 22. Serve the pepper strips lukewarm.
