  1. 1. Thoroughly wash the bell peppers.
  2. 2. Remove the seeds and white pith from the bell peppers.
  3. 3. Cut the bell peppers into four large pieces.
  4. 4. Slice the pepper pieces into thin, fine strips.
  5. 5. Rinse the lime under hot water.
  6. 6. Dry the lime with a clean cloth.
  7. 7. Finely grate the outer orange zest of the lime.
  8. 8. Cut the lime in half.
  9. 9. Squeeze the juice from both lime halves.
  10. 10. Place the couscous into a pot.
  11. 11. Pour 175 milliliters of water into the pot with the couscous.
  12. 12. Add the grated lime zest to the pot.
  13. 13. Add the sliced pepper strips to the pot.
  14. 14. Bring the mixture in the pot to a boil.
  15. 15. Stir the ingredients in the pot.
  16. 16. Turn the heat down to a low setting.
  17. 17. Cover the pot with a lid.
  18. 18. Let the couscous cook for about 6 minutes.
  19. 19. Rinse the mackerel fillets under running water.
  20. 20. Dry the mackerel fillets with kitchen paper.
  21. 21. Heat a grill pan on the stove.
  22. 22. Brush the hot grill pan with some oil.
  23. 23. Season the inner sides of the mackerel fillets with salt.
  24. 24. Place the mackerel fillets in the pan with the inner side facing down.
  25. 25. Grill the fillets over medium heat for 3 minutes.
  26. 26. Turn the mackerel fillets in the pan.
  27. 27. Grill the fillets on the skin side for another 3 minutes.
  28. 28. Wash the fresh coriander thoroughly.
  29. 29. Shake the coriander dry to remove excess water.
  30. 30. Pluck the coriander leaves from the stems.
  31. 31. Set aside some coriander leaves for garnishing.
  32. 32. Finely chop the remaining coriander.
  33. 33. Add the chopped coriander to the finished couscous.
  34. 34. Season the couscous with salt to taste.
  35. 35. Season the couscous with cayenne pepper to taste.
  36. 36. Drizzle the inner sides of the grilled mackerel fillets with 2 to 3 teaspoons of lime juice.
  37. 37. Sprinkle fresh pepper onto the mackerel fillets.
  38. 38. Place the mackerel fillets on top of the couscous.
  39. 39. Garnish the dish with the reserved coriander leaves.
