  1. 1. Heat 1 tablespoon of oil in a large frying pan.
  2. 2. Add the minced meat to the hot pan.
  3. 3. Fry the meat until it is crumbly.
  4. 4. Wash the bell peppers thoroughly.
  5. 5. Halve the bell peppers.
  6. 6. Remove the seeds and the white pith.
  7. 7. Dice the pepper vegetables into small cubes.
  8. 8. Add the diced peppers to the fried minced meat.
  9. 9. Stir the crème fraîche into the meat and pepper mixture.
  10. 10. Season the filling with salt, pepper, and cumin.
  11. 11. Keep the filling warm over low heat.
  12. 12. Whisk the eggs in a separate bowl.
  13. 13. Add the milk to the eggs.
  14. 14. Add the flour to the egg and milk mixture.
  15. 15. Add a pinch of salt.
  16. 16. Stir everything until smooth with no lumps remaining.
  17. 17. Heat some oil in a non-stick frying pan.
  18. 18. Pour about one quarter of the egg batter into the hot pan.
  19. 19. Fry the omelette for about 2 minutes until golden brown.
  20. 20. Let the egg set until it is firm.
  21. 21. Place about one quarter of the minced meat filling on one half of the omelette.
  22. 22. Fold the omelette in half.
  23. 23. Place the omelette onto a plate.
  24. 24. Garnish the finished dish with parsley.
  25. 25. Garnish the dish additionally with spring onions.
  26. 26. Serve the omelette immediately.
