  1. 1. Cook the pasta in plenty of salted water until al dente. Drain, rinse briefly with cold water, and let them drain well.
  2. 2. Remove the seeds and white pith from the peppers, wash them, and cut them into small cubes.
  3. 3. Wash the celery, peel it, and slice it. Keep some of the green leaves for decoration.
  4. 4. Peel the onions and chop them into small cubes.
  5. 5. Whisk together vinegar, salt, pepper, oil, and crème fraîche to make a dressing. Toss the vegetables and pasta with it. Serve the salad garnished with the remaining celery greens.
