  2. 2. Scrub the shells clean with a brush if necessary.
  3. 3. Remove the beards from the mussels.
  4. 4. Discard any mussels that are already open.
  5. 5. Peel the shallots and the garlic.
  6. 6. Finely chop the shallots and the garlic.
  7. 7. Heat the oil in a large pot.
  8. 8. Sauté the shallots and garlic in the hot oil.
  9. 9. Add the mussels to the pot.
  10. 10. Pour in the Noilly Prat (a dry vermouth wine).
  11. 11. Pour the wine into the pot.
  12. 12. Pour the fish stock into the pot.
  13. 13. Sprinkle the parsley over the mussels.
  14. 14. Cover the pot with a lid.
  15. 15. Bring the mixture to a boil.
  16. 16. Cook the mussels for 7 to 8 minutes.
  17. 17. Shake the pot vigorously occasionally while cooking.
  18. 18. Divide the cooked mussels among soup plates.
  19. 19. Pour some of the broth over the mussels.
