  1. 1. Discard any mussels that are already open, as they may no longer be fresh.
  2. 2. Thoroughly rinse the remaining mussels under running water and scrub them clean.
  3. 3. Remove the beards (the fibrous strands) from the mussel shells.
  4. 4. Peel the onions and slice them into thin strips.
  5. 5. Wash the chives and shake them dry.
  6. 6. Heat olive oil in a large pot and soften the onion strips in it.
  7. 7. Pour the fish stock, 150 milliliters of water, and the wine over the onions.
  8. 8. Season the liquid with salt and pepper and bring it to a boil.
  9. 9. Add the mussels to the pot and cover with the lid.
  10. 10. Cook the mussels over high heat for about 8 minutes.
  11. 11. Shake the pot vigorously from time to time while cooking.
  12. 12. Remove all mussels that have opened from the pot.
  13. 13. Cut half of the chives into small rings.
  14. 14. Set aside half of the chives for garnish.
  15. 15. Stir the remaining chive rings into the mussels.
  16. 16. Finish the mussels with a squeeze of lemon juice.
  17. 17. Serve the mussels garnished with the remaining chives.
