  2. 2. Scrub the shells thoroughly if necessary.
  3. 3. Pull off the beards from the mussels.
  4. 4. Discard any mussels that are already open.
  5. 5. Peel the shallots.
  6. 6. Peel the garlic.
  7. 7. Chop the shallots and garlic finely.
  8. 8. Heat the oil in a large pot.
  9. 9. Sweat the shallots and garlic in the hot oil.
  10. 10. Add the mussels to the pot.
  11. 11. Pour in Noilly Prat, wine, and fish stock.
  12. 12. Sprinkle the parsley over the mussels.
  13. 13. Close the pot with a lid.
  14. 14. Bring the mixture to a boil.
  15. 15. Cook the mussels for 7 to 8 minutes.
  16. 16. Shake the pot vigorously occasionally.
  17. 17. Hollow out the artichokes.
  18. 18. Fill the finished mussels into the hollowed-out artichokes.
  19. 19. Drizzle some of the broth over the mussels.
