  1. 1. Thoroughly rinse the mussels under running water.
  2. 2. Pull off the tough beards (fibrous strands) from the mussels.
  3. 3. Discard any mussels that are already open.
  4. 4. Peel the shallots and the garlic.
  5. 5. Slice the shallots into thin, narrow rings.
  6. 6. Finely chop the garlic.
  7. 7. Heat the oil in a large pot.
  8. 8. Add the garlic and shallots to the hot oil.
  9. 9. Sauté the vegetables until they are soft and translucent.
  10. 10. Add the cleaned mussels to the pot.
  11. 11. Pour in the white wine and the fish or vegetable broth.
  12. 12. Season the liquid with salt and pepper.
  13. 13. Place the lid on the pot.
  14. 14. Cook the mussels over medium heat for about 5 minutes.
  15. 15. Remove the mussels from the pot and place them on plates.
  16. 16. Discard any mussels that remain closed after cooking.
  17. 17. Add a splash of lemon juice to the cooking liquid.
  18. 18. Pour the sauce over the mussels.
  19. 19. Sprinkle the dish with fresh parsley.
  20. 20. Serve the mussels immediately while hot.
