  1. 1. Grease a baking dish lightly with one teaspoon of olive oil.
  2. 2. Rinse the flounder fillets under cold water and pat them dry with a kitchen towel.
  3. 3. Make several cuts into the skin side of the fillets with a knife.
  4. 4. Roll up the fillets with the skin side facing inward.
  5. 5. Place the fish rolls into the prepared baking dish.
  6. 6. Wash the orange and lemon thoroughly with hot water and pat them dry.
  7. 7. Finely grate the zest of the orange and the lemon.
  8. 8. Squeeze the juice from both fruits.
  9. 9. Mix the fruit juice and zest with the raisins.
  10. 10. Season the mixture with salt and pepper to taste.
  11. 11. Wash the spring onions and shake off excess water.
  12. 12. Remove the tough ends of the spring onions.
  13. 13. Slice the spring onions into thin, diagonal rings.
  14. 14. Add the sliced spring onions to the fruit mixture.
  15. 15. Distribute the entire marinade evenly over the fish rolls.
  16. 16. Drizzle the rolls with the remaining olive oil.
  17. 17. Cover the dish and place it in the refrigerator for about 12 hours.
  18. 18. Preheat the oven to 220 degrees Celsius conventional heat (fan 200 degrees or gas level 3 to 4).
  19. 19. Cook the fish rolls in the hot oven for 25 to 30 minutes.
