  1. 1. Peel the shallots and remove the outer layers.
  2. 2. Heat 4 tablespoons of olive oil in a pan.
  3. 3. Add the shallots to the hot pan.
  4. 4. Cover the pan with a lid.
  5. 5. Sauté the shallots over medium heat for 8 minutes.
  6. 6. Stir the shallots frequently while they cook.
  7. 7. Make sure the shallots do not turn too brown.
  8. 8. Remove the shallots from the pan and place them in a bowl.
  9. 9. Mix 3 tablespoons of olive oil, 3 tablespoons of water, and 3 tablespoons of balsamic vinegar in a small bowl.
  10. 10. Season the marinade with salt and pepper to taste.
  11. 11. Pour the marinade over the shallots in the bowl.
  12. 12. Let the shallots marinate for 2 hours.
  13. 13. Add more pepper to the shallots just before serving.
  14. 14. Serve the marinated shallots cold as a small appetizer.
