  1. 1. Mix flour, baking powder, sugar, and lemon zest in a large bowl.
  2. 2. Add the butter in small pieces and the water to the bowl.
  3. 3. Chop the mixture roughly with a knife until dry crumbs form.
  4. 4. Quickly knead the crumbs together by hand to form a smooth dough.
  5. 5. Grease a fruit cake tin with some fat.
  6. 6. Roll out the dough on a lightly floured surface to about 28 centimeters in diameter.
  7. 7. Place the dough into the prepared tin.
  8. 8. Press the dough flat into the tin with lightly floured hands.
  9. 9. Prick the base several times with a fork.
  10. 10. Preheat the oven to 190 degrees (170 degrees fan or gas mark 3).
  11. 11. Bake the cake base in the oven for about 25 minutes.
  12. 12. Allow the baked base to cool completely.
  13. 13. Drain the mandarins in a sieve and catch the juice.
  14. 14. Top up the caught juice with water until you have exactly 250 milliliters of liquid.
  15. 15. Prepare the cake glaze powder according to the package instructions, but without sugar.
  16. 16. Place the cooled base on a cake plate.
  17. 17. Top the base with the drained mandarins.
  18. 18. Pour the prepared cake glaze evenly over the mandarins.
  19. 19. Let the cake stand until the glaze has set.
