  2. 2. Pat the fillets completely dry with a kitchen towel.
  3. 3. Season the fillets on both sides with salt and pepper.
  4. 4. Coat the fillets lightly in flour.
  5. 5. Heat 2 tablespoons of oil in a frying pan.
  6. 6. Fry the fillets for 3 to 4 minutes on the skin side until golden brown.
  7. 7. Turn the fillets over once.
  8. 8. Remove the pan from the heat, cover it, and let the fish finish cooking.
  9. 9. Place the cooked fillets side by side on a serving plate.
  10. 10. Warm the remaining olive oil in a small saucepan.
  11. 11. Stir the lemon juice into the warm oil.
  12. 12. Add the chopped garlic.
  13. 13. Slice the chili pepper into thin rings and add them.
  14. 14. Add the bay leaves to the marinade.
  15. 15. Pour the warm marinade evenly over the mackerel fillets.
  16. 16. Let the fillets marinate for at least 3 hours before serving.
