  1. 1. Add 250 milliliters of water and a pinch of salt to a pot.
  2. 2. Bring the water to a boil and add the basmati rice.
  3. 3. Reduce the heat to low, cover the pot, and let the rice cook for 10 to 12 minutes.
  4. 4. Cut the leek in half lengthwise.
  5. 5. Wash the leek halves thoroughly and remove the green tops.
  6. 6. Cut each leek half in half crosswise.
  7. 7. Peel the garlic.
  8. 8. Bring 100 milliliters of water to a boil in a pot and add a pinch of salt.
  9. 9. Add the leek pieces to the boiling water.
  10. 10. Reduce the heat to medium, cover the pot, and simmer the leek for about 10 minutes.
  11. 11. Add 150 milliliters of water, the peeled garlic, peanut kernels, chili flakes, and sugar to a small pot.
  12. 12. Bring the mixture to a boil.
  13. 13. Reduce the heat to low, cover the pot, and let the sauce simmer for about 3 minutes.
  14. 14. Puree the sauce using a hand blender or a blender.
  15. 15. Season the sauce to taste with salt.
  16. 16. Serve the rice with the leek and the peanut sauce.
