  1. 1. Place the rice in a sieve and rinse it under running water.
  2. 2. Place the drained rice in a pot with twice its volume of salted water.
  3. 3. Cook the rice in the covered pot for about 25 minutes.
  4. 4. Heat a pan and toast the pine nuts and almonds until golden brown.
  5. 5. Wash the bell peppers, halve them, remove the seeds, and cut them into pieces.
  6. 6. Peel two shallots and cut them into wedges.
  7. 7. Blanch the tomatoes with boiling water, shock them in cold water, and peel off the skins.
  8. 8. Remove the core of the tomatoes and cut them into pieces.
  9. 9. Wash the zucchini, halve it lengthwise, and slice it.
  10. 10. Peel the carrots and slice them.
  11. 11. Heat 2 tablespoons of oil in a hot pan.
  12. 12. Sauté the bell peppers, carrots, zucchini, and shallots for 2 to 3 minutes.
  13. 13. Add the tomatoes and wine to the pan.
  14. 14. Season the mixture with black cumin, salt, and pepper.
  15. 15. Simmer the vegetables for about 5 minutes until tender.
  16. 16. Taste the vegetable filling and adjust seasoning if needed.
  17. 17. Peel one clove of garlic and the remaining shallot.
  18. 18. Finely chop the garlic and shallot together.
  19. 19. Wash the parsley and oregano, shake them dry, and pick off the leaves.
  20. 20. Finely chop the herbs.
  21. 21. Mix the minced meat with the garlic, shallot, herbs, and egg.
  22. 22. Add breadcrumbs as needed until the mixture is easy to shape.
  23. 23. Season the meat mixture with salt, cumin, and pepper.
  24. 24. Shape 12 to 16 small balls from the meat mixture.
  25. 25. Thread the balls onto wooden skewers.
  26. 26. Press the balls firmly and shape them slightly into ovals.
  27. 27. Brush the skewers with oil.
  28. 28. Grill the skewers on a hot grill for 6 to 8 minutes, turning all sides.
  29. 29. Set aside the toasted pine nuts and almonds.
  30. 30. Stir the nuts into the cooked rice.
  31. 31. Serve the rice, vegetables, and köfte on plates and in small bowls.
  32. 32. Sprinkle the dish with Pul Biber (hot pepper flakes) and serve.
