  1. 1. Bring the broth to a boil in a pot.
  2. 2. Stir the bulgur into the hot broth.
  3. 3. Remove the pot from the heat.
  4. 4. Let the bulgur swell for about 30 minutes (or cook according to package instructions).
  5. 5. Wash the tomatoes and remove the hard stem ends.
  6. 6. Dice the tomatoes into small cubes.
  7. 7. Wash and clean the spring onions.
  8. 8. Slice the spring onions into fine rings.
  9. 9. Wash the parsley and shake it dry.
  10. 10. Pluck the parsley leaves from the stems.
  11. 11. Finely chop the parsley leaves.
  12. 12. Toss the tomatoes, spring onions, and parsley with lemon juice, olive oil, salt, and pepper.
  13. 13. Fold the vegetable mixture into the cooled bulgur.
  14. 14. Let the salad marinate for about 20 minutes.
  15. 15. Season the salad to taste with salt and pepper.
  16. 16. Peel the garlic clove(s) and onion.
  17. 17. Finely chop the garlic and onion.
  18. 18. Rinse the parsley and shake it dry.
  19. 19. Pluck the parsley leaves from the stems.
  20. 20. Finely chop the parsley leaves.
  21. 21. Mix the minced meat with chopped garlic, onions, parsley, cumin, and egg.
  22. 22. Add breadcrumbs if necessary until the mixture is moldable.
  23. 23. Season the köfte mixture with salt and pepper.
  24. 24. Form small balls from the mixture.
  25. 25. Thread the balls onto skewers.
  26. 26. Press the meat firmly onto the skewers.
  27. 27. Shape the köfte into a slightly elongated form.
  28. 28. Brush the köfte with oil.
  29. 29. Heat a pan until very hot.
  30. 30. Fry the köfte all around for about 6 to 8 minutes.
  31. 31. Plate the bulgur salad.
  32. 32. Place the köfte on top of the salad.
  33. 33. Garnish with arugula and grated carrots if desired.
  34. 34. Serve with yogurt dip.
