  1. 1. Peel the potatoes, the apple, and the onions.
  2. 2. Dice all three ingredients into small cubes.
  3. 3. Place the diced ingredients into a pot.
  4. 4. Pour in the vegetable broth.
  5. 5. Add the bay leaves to the pot.
  6. 6. Place the pot on the stove and set the heat to medium.
  7. 7. Place a lid on the pot.
  8. 8. Let the soup simmer for 20 minutes.
  9. 9. Remove the bay leaves from the soup.
  10. 10. Blend the soup until creamy using a hand blender.
  11. 11. Season the soup with salt and pepper.
  12. 12. Wash the radicchio under running water.
  13. 13. Remove the hard stems from the bottom of the vegetable.
  14. 14. Slice the radicchio into thin strips.
  15. 15. Heat some oil in a frying pan.
  16. 16. Fry the radicchio strips in the pan.
  17. 17. Slice the mackerel into strips.
  18. 18. Ladle the soup into individual bowls.
  19. 19. Place the mackerel strips on top of the soup.
  20. 20. Distribute the fried radicchio over the soup.
  21. 21. Serve the dish while warm.
