  1. 1. Peel the potatoes and rinse them under running water.
  2. 2. Cut the potatoes into small cubes.
  3. 3. Boil the potato cubes in salted water for about 20 minutes until tender.
  4. 4. Wash the pepper and remove the stem and seeds.
  5. 5. Halve the pepper and cut it into wide strips.
  6. 6. Preheat the grill or the oven to the highest setting.
  7. 7. Place the pepper strips skin-side up on the baking sheet.
  8. 8. Roast the pepper until the skin blisters and browns.
  9. 9. Remove the pepper from the oven and let it cool.
  10. 10. Remove the roasted skin from the pepper.
  11. 11. Cut the pepper flesh into small cubes.
  12. 12. Set aside three tablespoons of the pepper cubes.
  13. 13. Put the remaining pepper, spices, pressed garlic, one teaspoon of salt, vinegar, and olive oil into a blender.
  14. 14. Puree the mixture until smooth.
  15. 15. Drain the cooked potatoes.
  16. 16. Let the potatoes steam for a short while.
  17. 17. Mash the potatoes immediately or press them through a potato ricer.
  18. 18. Mix the mashed potatoes with the pepper puree.
