  1. 1. Wash the potatoes thoroughly under running water.
  2. 2. Place the unpeeled potatoes in a pot with cold, salted water.
  3. 3. Cook the potatoes for about 25 minutes until they are tender.
  4. 4. Remove the seeds and the white pith from the bell peppers.
  5. 5. Wash the bell peppers and halve them.
  6. 6. Cut the pepper halves into small cubes.
  7. 7. Heat the oil in a small pot.
  8. 8. Sauté the pepper cubes in the hot oil.
  9. 9. Pour the water over the pepper cubes.
  10. 10. Simmer the mixture for about 8 minutes.
  11. 11. Cook the peppers until soft and the liquid has almost completely evaporated.
  12. 12. Stir the warm pepper cubes along with the remaining liquid into the quark.
  13. 13. Season the quark mixture with salt and pepper.
  14. 14. Finely chop the parsley and sprinkle it over the quark cream.
  15. 15. Peel the cooked potatoes.
  16. 16. Serve the potatoes together with the pepper quark cream.
