  1. 1. Boil the potatoes in plenty of salted water until they are soft.
  2. 2. Drain the water and let the potatoes steam dry.
  3. 3. Peel the cooled potatoes.
  4. 4. Store the peeled potatoes in the fridge overnight.
  5. 5. Grate the cold potatoes finely the next day.
  6. 6. Season the grated potatoes with salt, pepper, and cumin.
  7. 7. Heat 4 tablespoons of olive oil in a large frying pan.
  8. 8. Spread the potato mixture evenly in the hot pan.
  9. 9. Press the mixture firmly together with a spatula to form a flat cake.
  10. 10. Fry the rösti over medium heat until the bottom is golden brown and crispy.
  11. 11. Pour in a little milk while frying; this makes the rösti extra crispy.
  12. 12. Place a plate on top of the pan to safely flip the rösti.
  13. 13. Slide the rösti back into the pan to fry the other side.
  14. 14. Fry the second side until golden brown as well.
  15. 15. Remove the finished rösti from the pan and place it on a cutting board.
  16. 16. Cut the rösti into quarters or eighths.
  17. 17. Wash the chives and shake them dry.
  18. 18. Cut the chives into fine rings.
  19. 19. Mix the remaining olive oil with lemon juice and the chives.
  20. 20. Top the rösti pieces loosely with smoked salmon.
  21. 21. Add sour cream, horseradish, and capers as a topping.
  22. 22. Drizzle everything with the prepared chive-lemon oil.
