  2. 2. Remove the seeds and membranes from the peppers, then slice them into thin strips.
  3. 3. Peel the garlic clove.
  4. 4. Finely chop the garlic.
  5. 5. Peel the shallots.
  6. 6. Dice the shallots into small cubes.
  7. 7. Wash the fresh basil sprig.
  8. 8. Shake the basil dry.
  9. 9. Slice the leaves from one sprig into thin strips.
  10. 10. Tear the remaining basil leaves into small pieces by hand.
  11. 11. Heat the olive oil in a large frying pan.
  12. 12. Take half of the chopped garlic.
  13. 13. Fry this garlic together with the shallots in the pan.
  14. 14. Cook until the ingredients are translucent and soft.
  15. 15. Add the pepper strips to the pan.
  16. 16. Sauté the peppers briefly.
  17. 17. Deglaze the pan with the chicken broth.
  18. 18. Bring the liquid to a boil.
  19. 19. Reduce the heat to a low setting.
  20. 20. Let the vegetables simmer for about ten minutes.
  21. 21. Stir the torn basil into the vegetables.
  22. 22. Season the pepper mixture with salt and pepper.
  23. 23. Rinse the cod fillets.
  24. 24. Place the fillets side by side in the steamer insert of a saucepan.
  25. 25. Take the remaining half of the garlic.
  26. 26. Sprinkle the fish with the remaining garlic.
  27. 27. Sprinkle the fish with the basil strips.
  28. 28. Cover the pot.
  29. 29. Steam the fish for twelve to fifteen minutes.
  30. 30. Add the vinegar to the pepper mixture in the pan.
  31. 31. Bring the pepper mixture to a boil once more.
  32. 32. Spoon the pepper mixture into deep plates.
  33. 33. Place the steamed fish on top of the peppers.
  34. 34. Garnish the dish with fresh garlic cloves.
  35. 35. Garnish the dish with fresh basil leaves.
