  2. 2. Rinse the halibut under cold running water.
  3. 3. Pat the fish dry thoroughly with a kitchen towel.
  4. 4. Cut the halibut into steaks or portions.
  5. 5. Place the fish pieces into a heatproof baking dish.
  6. 6. Pour the white wine over the fish in the dish.
  7. 7. Strip the needles from the rosemary sprigs.
  8. 8. Finely chop the rosemary needles.
  9. 9. Mix the olive oil, chopped rosemary, capers, and chopped anchovies in a small bowl.
  10. 10. Distribute the caper mixture evenly over the fish.
  11. 11. Slice the lemon into thin rounds.
  12. 12. Place the tarragon sprigs on top of the fish.
  13. 13. Season the fish with salt and black pepper.
  14. 14. Cover the fish with the lemon slices.
  15. 15. Place the dish into the preheated oven.
  16. 16. Bake the fish for about 20 minutes until golden brown.
  17. 17. Remove the dish from the oven.
  18. 18. Serve the dish immediately while hot.
