  6. 6. Stir the sugar into the pan.
  7. 7. Pour in the hot water.
  8. 8. Let the mixture simmer for about 10 minutes.
  9. 9. Continue to stir while cooking.
  10. 10. Fold the raisins into the mixture.
  11. 11. Reduce the heat to low.
  12. 12. Continue to simmer the mixture over low heat.
  13. 13. Stir continuously.
  14. 14. Wait until the mixture is thick and porridge-like.
  15. 15. Lightly dampen a baking sheet.
  16. 16. Spread the hot halwa mixture onto the sheet.
