  1. 1. Preheat the oven to 200 degrees Celsius with top and bottom heat.
  2. 2. Wash the fish thoroughly and season the inside and outside with salt and pepper.
  3. 3. Cut four squares of parchment paper, each with sides of 30 by 30 centimeters.
  4. 4. Brush each paper square thinly with butter.
  5. 5. Wash the tomatoes and cut them in half.
  6. 6. Peel the garlic cloves and press the garlic pulp into a small bowl.
  7. 7. Add the mustard seeds, lemon juice, lemon zest, and oil to the bowl.
  8. 8. Whisk the ingredients for the seasoned oil well together.
  9. 9. Place each fish on a separate buttered parchment square.
  10. 10. Coat the fish thoroughly with the prepared seasoned oil.
  11. 11. Distribute the bay leaves and tomato halves around the fish on the paper.
  12. 12. Fold the parchment paper into tight packets and seal them.
  13. 13. Place the packets on a baking sheet.
  14. 14. Cook the fish in the preheated oven for 30 minutes.
  15. 15. At the end of the cooking time, increase the oven temperature to 250 degrees Celsius with top and bottom heat.
