  2. 2. Add the fennel seeds, salt, and garlic.
  3. 3. Stir the marinade well.
  4. 4. Place the fish steaks into the marinade.
  5. 5. Let the fish marinate for about 30 minutes.
  6. 6. Remove the steaks from the marinade.
  7. 7. Pat the steaks dry with a kitchen towel.
  8. 8. Take the butter and the anchovy fillets.
  9. 9. Add a pinch of cayenne pepper.
  10. 10. Mix everything into a smooth paste.
  11. 11. Brush the fish steaks with some of the anchovy butter.
  12. 12. Shape the remaining butter into small rolls.
  13. 13. Chill the butter rolls.
  14. 14. Heat a grill pan over high heat.
  15. 15. Place the steaks in the hot pan.
  16. 16. Grill the steaks for 3 minutes on the first side.
  17. 17. Turn the steaks over.
  18. 18. Grill the steaks for another 3 minutes on the second side.
  19. 19. Take the chilled butter rolls.
  20. 20. Roll the butter in dill and lemon zest.
  21. 21. Slice the butter rolls.
  22. 22. Serve the butter slices alongside the steaks.
  23. 23. Sprinkle pink pepper over the dish.
  24. 24. Garnish with lemon wedges and dill tips.
