  1. 1. Rinse the bulgur under cold running water.
  2. 2. Place the rinsed bulgur in a pot along with one bay leaf and 200 milliliters of water.
  3. 3. Cook the mixture over low heat for 20 minutes.
  4. 4. Stir one teaspoon of vegetable broth powder into the bulgur.
  5. 5. Let the bulgur swell for another 10 minutes.
  6. 6. Remove the bay leaf from the pot.
  7. 7. Peel the onions and chop them roughly.
  8. 8. Peel the garlic clove and press it.
  9. 9. In a bowl, mix the garlic with oil, cream, the remaining vegetable broth, the chopped onions, and tomato paste.
  10. 10. Fold this sauce into the cooked bulgur.
  11. 11. Season the bulgur mixture with salt and pepper.
  12. 12. Cut the bell peppers in half lengthwise.
  13. 13. Wash the pepper halves and remove the seeds.
  14. 14. Lightly salt the inside of the pepper halves.
  15. 15. Fill the bell peppers with the bulgur mixture.
  16. 16. Place the stuffed peppers in a baking dish.
  17. 17. Slice the mozzarella.
  18. 18. Arrange the mozzarella slices on top of the stuffed bulgur.
  19. 19. Bake the stuffed bell peppers in the preheated oven for about 30 minutes.
