  1. 1. Wash the potatoes and place them in a pot with plenty of water.
  2. 2. Cook the potatoes over medium heat for 20 to 30 minutes until they are soft.
  3. 3. Peel the cooked potatoes and press them through a potato ricer.
  4. 4. Stir in 1 tablespoon of butter and the milk into the potatoes.
  5. 5. Season the mash with salt, pepper, and nutmeg to taste.
  6. 6. Rinse the herring fillets under cold, running water.
  7. 7. Gently pat the fillets dry with kitchen paper.
  8. 8. Salt and pepper the fillets on both sides.
  9. 9. Coat the fillets in flour until they are completely covered.
  10. 10. Shake off any excess flour from the fillets.
  11. 11. Wash the bell peppers and cut them in half lengthwise.
  12. 12. Remove the seeds and cut the flesh into rough pieces.
  13. 13. Heat 1 tablespoon of oil in a pan over medium heat.
  14. 14. Sauté the pepper pieces for 3 to 4 minutes while stirring.
  15. 15. Remove the peppers from the pan and let them cool down.
  16. 16. Peel the onion and chop it finely.
  17. 17. Rinse the capers under running water.
  18. 18. Wash the arugula and spin it dry.
  19. 19. Cut the arugula into bite-sized pieces.
  20. 20. Place the arugula, cooled peppers, onion, capers, and olives into a bowl.
  21. 21. Mix 3 tablespoons of oil and 2 tablespoons of apple cider vinegar.
  22. 22. Season the dressing with salt and pepper.
  23. 23. Pour the dressing over the salad and mix everything well.
  24. 24. Heat 3 tablespoons of oil and 1 tablespoon of butter in a large pan.
  25. 25. Place the herring fillets and the sage leaves into the hot pan.
  26. 26. Fry the fillets over medium heat until golden brown on both sides.
  27. 27. Place the mashed potatoes and the salad on the plates.
  28. 28. Place the fried herring fillets on top of the food.
  29. 29. Garnish the dishes with the fried sage leaves.
  30. 30. Serve the dish immediately while warm.
