  2. 2. Pat the fish dry with a kitchen towel.
  3. 3. Fillet the mackerel or have the fishmonger do this.
  4. 4. Season the fillets with salt and pepper.
  5. 5. Divide four large pieces of aluminum foil.
  6. 6. Place one mackerel fillet on each piece of foil.
  7. 7. Finely chop the garlic and the chili pepper.
  8. 8. Mix the chopped vegetables with butter, herbs, and lemon juice.
  9. 9. Spread the herb butter evenly over the fillets.
  10. 10. Cover each fillet with another fillet.
  11. 11. Fold the edges of the aluminum foil over the fish.
  12. 12. Preheat the oven to 200 degrees (top and bottom heat).
  13. 13. Bake the foil packets in the oven for about 25 minutes.
