  5. 5. Season the broth with salt and remove the pot from the heat.
  6. 6. Place the sardines in the hot broth and let them steep for about 2 minutes.
  7. 7. Remove the fish from the broth and let them cool down.
  8. 8. Place the cooled sardines in a shallow dish.
  9. 9. Mix the oil with the fennel.
  10. 10. Pour the oil and fennel mixture over the sardines.
  11. 11. Let the sardines marinate for about 4 hours.
  12. 12. Turn the fish a few times during the marinating process.
  13. 13. Arrange the sardines on a shallow plate for serving.
  14. 14. Decorate the dish with strips of bell pepper.
  15. 15. Sprinkle everything with lemon zest.
