  4. 4. Coat each fish individually in flour.
  5. 5. Shake off any excess flour from the fish.
  6. 6. Heat the oil in a large pan.
  7. 7. Fry the herring for about 4 minutes on the first side.
  8. 8. Fry the herring for about 4 minutes on the second side.
  9. 9. Place the cooked fish side by side in a shallow, wide baking dish with high sides.
  10. 10. Let the fish cool down slightly.
  11. 11. Peel the onions.
  12. 12. Slice the onions finely.
  13. 13. Peel the ginger.
  14. 14. Slice the ginger finely.
  15. 15. Remove the outer leaves from the lemongrass.
  16. 16. Cut off both ends of the lemongrass stalk.
  17. 17. Chop the lemongrass stalk into small pieces.
  18. 18. Rinse the lime leaves.
  19. 19. Dry the lime leaves.
  20. 20. Cut the lime leaves into pieces if necessary.
  21. 21. Rinse the chili pepper.
  22. 22. Halve the chili pepper for less heat.
  23. 23. Scrape out the seeds from the chili pepper.
  24. 24. Mix vinegar, 200 milliliters of water, 1 teaspoon of salt, sugar, soy sauce, onions, ginger, lemongrass, lime leaves, and chili in a pot.
  25. 25. Add star anise, allspice, and peppercorns.
  26. 26. Bring the mixture to a brief boil.
  27. 27. Simmer the mixture for 10 minutes over low heat (cook briefly in lightly boiling liquid).
  28. 28. Remove the pot from the heat.
  29. 29. Let the liquid (broth) cool for about 5 minutes.
  30. 30. Pour the still warm broth evenly over the herring.
  31. 31. Let everything cool completely.
  32. 32. Cover the dish with plastic wrap.
  33. 33. Place the herring in the refrigerator to marinate for 2 days.
