  9. 9. Pluck the leaves from the herb stems.
  10. 10. Chop the herbs finely.
  11. 11. Peel the garlic.
  12. 12. Chop the garlic finely.
  13. 13. Mix the oil with the lemon juice.
  14. 14. Add the chopped herbs to the oil-lemon mixture.
  15. 15. Add the lemon zest to the mixture.
  16. 16. Add the chopped garlic to the mixture.
  17. 17. Add the fennel seeds to the mixture.
