  1. 1. Put flour, vinegar, oil, and about 150 milliliters of water into a bowl.
  2. 2. Knead the ingredients into a soft and smooth dough.
  3. 3. Roll out the dough thinly.
  4. 4. Cut out round dough circles with a diameter of 8 to 10 centimeters.
  5. 5. Wash the spring onions and slice them into small rings.
  6. 6. Remove the hard ends of the spring onions.
  7. 7. Mix the spring onion rings with the shrimp.
  8. 8. Add the ginger, sesame oil, sugar, and salt to the filling.
  9. 9. Stir the filling well.
  10. 10. Place a spoonful of the filling in the center of each dough circle.
  11. 11. Fold the dough circles over the filling.
  12. 12. Fold the edges of the dumplings alternately into each other.
  13. 13. Press the edges firmly to create a zigzag seal.
  14. 14. Brush a bamboo steamer basket with oil.
  15. 15. Place the finished dumplings into the basket.
  16. 16. Hang the basket over a pot of boiling water.
  17. 17. Steam the dumplings for about 8 minutes.
